Minnesota Permit & Blue Card Process
In Minnesota, your Driver’s Education Completion Letter is the first step toward beginning behind-the-wheel instruction with a licensed driving school. Once enrolled with ReadySetDrive!, students receive a digital Certificate of Enrollment (commonly called the “blue card”), which is required to take the Minnesota Class D knowledge test (permit test) and apply for an instruction permit.
Important: Your completion letter must be submitted to your driving school — not directly to the Minnesota Department of Public Safety (DPS).
Step-by-Step Process with ReadySetDrive!

Complete Driver Education Classroom Hours
- Students must complete 30 hours of classroom driver education instruction or an approved online driver education course.
- Once completed, the classroom provider will issue a Driver’s Education Completion Letter.

Upload Your Completion Letter
- Log in to your ReadySetDrive! student and parent portal and upload your Driver’s Education Completion Letter.
- This allows ReadySetDrive! to process your enrollment for behind-the-wheel lessons.

Receive Your Digital Blue Card
- ReadySetDrive! will process your digital Certificate of Enrollment (“blue card”).
- Once processed, students become eligible to take the Minnesota Class D knowledge test (permit test).

Take the Minnesota Permit Test
- Bring all required identification documents to your permit test appointment.
- Before testing, the Minnesota DVS examiner will verify your digital blue card electronically.

Schedule Your Behind-the-Wheel Lessons
- After receiving your instruction permit, students can begin scheduling behind-the-wheel lessons with ReadySetDrive!.
- Our Minnesota teen driving school provides personalized driving lessons designed to help students build confidence, experience, and safe driving habits.
Important Reminder
Once your physical instruction permit arrives in the mail, upload a clear photo of the permit card to your ReadySetDrive! student portal.
