Minnesota Permit & Blue Card Process

In Minnesota, your Driver’s Education Completion Letter is the first step toward beginning behind-the-wheel instruction with a licensed driving school. Once enrolled with ReadySetDrive!, students receive a digital Certificate of Enrollment (commonly called the “blue card”), which is required to take the Minnesota Class D knowledge test (permit test) and apply for an instruction permit.

Important: Your completion letter must be submitted to your driving school — not directly to the Minnesota Department of Public Safety (DPS).

Step-by-Step Process with ReadySetDrive!

  1. Complete Driver Education Classroom Hours
    • Students must complete 30 hours of classroom driver education instruction or an approved online driver education course.
    • Once completed, the classroom provider will issue a Driver’s Education Completion Letter.
  2. Upload Your Completion Letter
    • Log in to your ReadySetDrive! student and parent portal and upload your Driver’s Education Completion Letter.
    • This allows ReadySetDrive! to process your enrollment for behind-the-wheel lessons.
  3. Receive Your Digital Blue Card
    • ReadySetDrive! will process your digital Certificate of Enrollment (“blue card”).
    • Once processed, students become eligible to take the Minnesota Class D knowledge test (permit test).
  4. Take the Minnesota Permit Test
    • Bring all required identification documents to your permit test appointment.
    • Before testing, the Minnesota DVS examiner will verify your digital blue card electronically.
  5. Schedule Your Behind-the-Wheel Lessons
    • After receiving your instruction permit, students can begin scheduling behind-the-wheel lessons with ReadySetDrive!.

Important Reminder

Once your physical instruction permit arrives in the mail, upload a clear photo of the permit card to your ReadySetDrive! student portal.
